This course covers the theories, and analytical methods for performing financial condition analysis of state and local governments. Topics include the analysis of regional economies, revenues, expenditures, debt, pension & post-employment benefits, and internal resources. You should read the assigned material before the class in which it belongs. Note that much of the technical analysis will draw heavily from research work at New York City OMB. As a result, class attendance and class notes are going to be essential for passing the course. Basic understanding of statistics and regression analysis will be required. Note that all articles, and most handouts and assignments will be posted in “NYU Classes”. It will be your responsibility to make copies and bring the pertinent material to class. If you miss a class, make sure you get the notes from one of your fellow classmates.
