We are pleased to recognize the recipients of the Jesse Burkhead Award for the 2025 Publication Year (Volume 45) of Public Budgeting & Finance: Ringa Raudla, Kylli Sarapuu, James W. Douglas, Johanna Vallistu, and Nastassia Harbuzova, for their article, “Budgeting for Innovation: How Funding Strategies Enable or Constrain Public Sector Experimentation.”
This annual award honors Jesse Verlyn Burkhead, who was a Maxwell Professor Emeritus of Economics at Syracuse University, who served as editor of Public Budgeting & Finance from 1982 to 1988. The Burkhead Award is presented by Public Financial Publications (PFP) to the authors of the best article of each Volume (calendar year), as chosen by a selection committee.
“This article was selected for the Burkhead Award for advancing an important conversation about funding public-sector experiments,” said Burhead Award Selection Committee Chair, Michelle Lofton. “Its original, systematic framework offers practical guidance for public officials and a foundation for future scholarly research across levels of government.”
The authors will be recognized as the latest recipients of the Jesse Burkhead Award during the Awards Luncheon at ABFM’s 2026 Annual Conference on Friday, September 25th, in Washington, DC. Click here for more information on the conference.
