During the 2025 International City/County Management Association (ICMA) conference Dr. John Nalbandian, Professor Emeritus at the University of Kansas, reminded the audience that the concept of ethics is linked not just to the principles of ethical leadership embodied in the ICMA Code of Ethics, but to the structure of the form of government itself.
