His early work as an eligibility worker and later as budget director for the Virginia Department of Medical Assistance Services grounded his scholarship in the practical realities of public administration and fiscal decision-making. He also served on influential state and national task forces, including the U.S. Health Care Financing Administration Task Force on State Budgeting. As a scholar, Williams has authored more than 25 peer-reviewed articles and four major books, including Budget Tools and The Palgrave Handbook of Government Budget Forecasting, both important references in the field.
