The leadership of the Association for Budgeting & Financial Management is pleased to announce the appointment of the Maxine Goodman Levin School of Urban Affairs, Cleveland State University, as ABFM’s new Secretariat, effective July 1, 2026. Dr. Tatyana Guzman, Associate Director and Professor with the Levin School, will serve as Director of the Secretariat.
These appointments were approved by ABFM’s Executive Committee following review of Cleveland State’s proposal this past spring. The Secretariat Review Committee was chaired by Dr. David Guo, ABFM Chair-Elect and Regents Distinguished Professor of Public Finance at Wichita State University.
“I am excited to welcome Cleveland State University’s Maxine Goodman Levin School of Urban Affairs as the Association’s new Secretariat,” David said. “I am confident that the Dr. Guzman and the Cleveland State team will build on ABFM’s strong foundation by providing outstanding administrative support, enhancing member engagement, and helping the Association continue to grow.”

I look forward to working with her in this important role.”
Tatyana received her PhD in government finance from the Indiana University School of Public and Environmental Affairs (IU-SPEA), now known as the O’Neill School. She joined Levin School faculty in 2013, where she teaches government budgeting and finance, economics, statistics, and research methods courses to undergraduate, masters’, and PhD students and government officials outside of academia. She is co-author (with Natalia Ermasova) of Municipal Fiscal Stress, Bankruptcies, and Other Financial Emergencies (Routledge, 2022) and Public Budgeting and Financial Management: A Casebook (Routledge, 2026). Tatyana also serves on editorial boards of Public Administration Review (PAR) and Public Finance and Management (PFM).
Tatyana has been a member of the Association for Budgeting and Financial Management (ABFM) since 2009. She has served on ABFM Executive Committee between 2024 and 2026 and on several other ABFM committees from 2022. In 2024 she served as a local host for ABFM Conference in Cleveland.
“I look forward to ensuring timely updates to the ABFM website as well as improving the website’s organization, usability, and accessibility,” Tatyana said. “I also plan to strengthen the membership system through automated renewal reminders, which were implemented this month; improved membership tracking and reconciliation; centralized ABFM digital archives; stronger documentation practices; and expanded visibility of ABFM among emerging scholars.”
