The Association for Budgeting and Financial Management invites panel, paper, and poster proposals for its 32nd annual research conference, September 24-26, 2020, at the Hyatt Regency Miami, in Miami, Florida. We welcome proposals for panels, papers, and poster presentations by and for practitioners as well as academics and students of public budgeting and financial management on the full range of topics encompassed by our name: public budgeting, financial management, and public finance, addressing all levels of government and other public-serving organizations, across the full range of practical and theoretical applications. Examples of topics that have been the subject of panels and presentations in previous years are in a non-exhaustive list below.

This year we also pose a deliberately provocative question: “Have we abandoned budgeting?” In the U.S., at least, it can sometimes seem so. The political leadership of the U.S. federal government sometimes seems effectively to have given up trying to adopt a comprehensive annual budget or to honor the resource constraints, value tradeoffs, and balance norms that traditionally have been at the heart of the theory and practice of budgeting. Similar patterns can be observed in some U.S. state governments. At the same time, whether coincidentally or causally, presentations at the annual conference of ABFM in recent years have increasingly emphasized public finance and financial management topics. We therefore particularly invite proposals – whether normative, descriptive, or explanatory – that address the theory and practice of budgeting at all levels of government and in nonprofit organizations, and especially proposals that address the future of budgeting as a discipline in multiple senses: as a practice of constrained resource allocation by national and subnational governments, and as a topic for research and teaching.

The CMT system will guide you through the process of creating an account, submitting a brief abstract, identifying co-authors, identifying the relevant subject area(s), answering some questions about your proposal, and uploading a file or files as appropriate. In addition to answering the questions, please upload a file that provides a full description of your proposal. For papers and posters please include title, abstract, and names, organizational affiliations, and contact information for all authors. For panels, please provide titles, abstracts, and author information for the individual papers as well as for the panel as a whole, and the names and contact information for any panel chair(s) and discussant(s). After you click to submit your proposal and the Submission Summary screen loads, select “Back to Author Console” and review the information presented, to confirm that the proposal was submitted as you intended. If you need to edit the proposal, you may do so by selecting “Edit Submission.” Please submit all proposals by May 29, 2020.
